The guidelines for the attestation of certificates and other documents from the department are:

1.    The applicant must submit an application in person or through his / her immediate relative. The copy of the photo identification document of the Certificate owner and applicant has to submit along with the application and the copy of the certificate.

2.    Applications addressed to the Additional Chief Secretary (Home) in the plain paper should submit with a court fee stamp.

3.    Documents and certificates issued from government institutions and authorities in the State only get attestation. This includes birth, death, and marriage certificates, certificates issued by tahsildars, power of attorney, and certificates issued by educational institutions and universities, among others.

4.   For marriages held after The Kerala Registration of Common Marriage Rules that came into effect from 1.3.2008, certificates issued through local self Government institutions/certificates registered on behalf of the Registrar should be submitted.

5.    Passport copies of executants and attorneys must submit for matters related to the verification of power of attorney. (Attested copy of a photo Identity card can present in the absence of a passport). 

Special Instructions:

1.    In case of posthumous reward, attestation of power of attorney/affidavit can do by submitting an original ownership/succession certificate or a copy of them attested by a gazetted officer. A Power of Attorney should prepare to mention the heirs or successors.

2.    All the certificates mentioned above must attest from a Notary Advocate, practicing under Notaries Act 1952 and a copy of them need to submit.

3.    Certificates/mark lists that prove educational qualification provided by Government Departments/Autonomous Institutions, approved universities, approved educational institutions, Exam commissioners and Driving Licenses shall be attested only after a thorough inquiry from the concerned authorities. Three copies of the above-mentioned certificates have to be submitted along with the application. These certificates need not be notarized.

4.  Documents proving the educational qualifications, training, work experience etc., issued by the private institutions registered within the state. That has to do with district Government authority attestation before submitting it to the counter. The certificates issued from Private Hospitals have to attest by District Medical Officer. And the Certificates issued from Private Educational Institutes need to attest from the District Education Officer. (Assistant/District Education Officer, officials related to technical education etc.).
